Position Title:                 Land Use and Watershed Management Specialist

AWF Contact Person:      Vice President, Conservation Projects

Location:                        Niamey or alternative location in Niger

 

Summary

The African Wildlife Foundation seeks a long term technical consultantto provide expertise in Land Use and Watershed Managementto theMillennium Challenge Corporation (MCC) in Niger. The aim is to“deliver expert services in protected area management and compliance with International Finance Corporation Performance Standard 6 (IFC PS 6) on biodiversity conservation and sustainable management of living natural resources” as key personnel advising MCC on the implementation of the MCC Niger Compact. The consultant will work closely with the Vice President for Conservation Projects through African Wildlife Foundation’s (AWF) established performance reporting mechanisms and may be located in Niger. This position is contingent on grant approval.

 

Responsibilities

  • Ensure that ecological assessment is done based on strong evidence-based conservation, natural resource management, especially water resources and best practices.
  • Provide guidance for the Environmental and Social Impact Assessment
  • With the project leader, convene program management meetings with national experts and appropriate partners to oversee the implementation.
  • Advise and assist drafting Integrated Water Resources Development action plans that are climate change resilient and involve water user associations
  • Provide training to nationals on preparing the plans and in monitoring the water resources (sustainable) use.
  • Develop recommendations for improved protected area management, natural resource and ecosystem protection. 
  • Advise, review, and comment on Implementation Entity Agreements or other agreements made between MCA Niger and other Nigerien government entities.
  • Advise, review, and comment on terms of reference (TOR) developed by MCA-Niger to conduct further studies, and develop and implement the sub-activity.
  • Advise, review, and comment on deliverables produced by MCA-Niger or their Consultants such as detailed biological studies, stakeholder engagement plans, monthly reports, watershed management and irrigation plans, land use plans, etc.
  • Identify, track, and recommend mitigation measures for risks arising during the development and implementation of the sub-activity, including engineering changes to planned infrastructure development and potentially biodiversity offsets.
  • Participating in phone calls with MCC and MCA-Niger.
  • Participating in MCC oversight missions. 
  • Work with AWF senior program team and other experts and/partners to design future work plans that will deliver sustainable conservation, improved livelihoods, and other program level goals.

 

Qualifications, Skills, and Knowledge

  • Post graduate qualification (M.Sc. or Ph.D.) in natural resource management, waters resources engineering or other fields directly related to practical conservation management and development.
  • Experience with ecological assessment and water related issues related to agricultural development
  • Minimum 20+ years of field experience in conservation and development.
  • Knowledge of West Africa ecosystems and cultures
  • Knowledge of MCC rules and regulations for contracts.
  • Results focused orientation with proven track record of delivery.
  • A solid understanding of organizational governance structures.
  • Ability to develop capacity of community groups.
  • Outstanding interpersonal skills including the ability to build coalitions, negotiate, and manage conflict situations.
  • Ability to analyze and produce technical documents in French and English
  • Strong oral communication skills, including the ability to lead and facilitate technical discussions in French and English.
  • Experience working with national and local government.
